WE, the officers and members of the BIR Employees Association (BIREA) and the Association of Chief Revenue Officers of the Philippines (ACROPHIL) condemn the senseless and cold-blooded killing of Revenue District Officer Marcelino Yap of RDO 45-Marikina City.
Without pointing an accusing finger at anybody and without speculating on the real motive of the killing, it is saddening, if not outright frightening. Mr. Yap is a very hard-working, no-nonsense and competent taxman who worked his way up the career ladder. His remarkable performance did not go unnoticed with his re-assignment to Marikina, Metro Manila all the way from Mindanao.
To our beloved taxpayers, while the burden of taxation is imposed upon you, as the taxman mandated to enforce the tax laws we take it upon ourselves to cushion its impact by providing efficient frontline service and fair, reasonable and just application of tax laws bearing in mind that we assess and collect the correct taxes.
Even with the demise of Mr. Yap we will continue to perform our mandate as taxmen. Our only request now is for police authorities to solve this case and bring the perpetrator/s of this senseless crime to the bar of justice. This may not bring back the life that was lost but will somehow alleviate the pain and suffering of the bereaved family.
To our fallen comrade Marcelino Yap, wherever you are, we in the BIR will work even harder with courage and commitment so that your death will not be in vain. We will not be cowed by any similar dastard act in the enforcement of tax laws and risk our limbs or lives in the discharge of our solemn duties – all in the name of service, honor and love of country.
To the bereaved family, relatives and friends of Marcelino Yap, we offer our heartfelt condolences.
